What makes Afghan refugees vulnerable along their ways into Europe?

An Afghan scholar has traveled the long journey from Afghanistan to Europe crossing many borders of different countries along with the Afghan refugees to see how dangerous this journey is and what are the main problems of Afghan refugees while crossing borders of countries mostly on foot, a journey that takes months or years without a specific destination. It is a journey for a safe place, a run for the life, a run to find peaceful environment with kind people. This journey is one of the hard decisions for the Afghans to make because it requires a lot of money and may take all of the properties and housing accommodation and the lands they have in Afghanistan as well as the amount of they might have managed to save so far. Most of them don’t have the money yet. They borrow from a friend or they thing they can yearn it on the way of the journey by hard work as labor in the host countries. They begin to cross Pakistan, Iran, Turkey, Greece, Croatia, Hungary, Austria, Hungary, Germany, Belgium, France, Italy and the UK.

This journey may require a whole life time to reach and for many they will never reach to where they wanted to go and they end up in prisons of these countries or drown in the Mediterranean Sea.

If they don’t die on the way, they have to face a lot of problems and challenges they have never heard of or they have never experienced before.

In this article you read about these challenges which take the lives of human beings on the way of their journey for a safe place. This article is supposed to serve as highest safety measurements for the refugees to let them know of the problems on the way so that they can save their lives by not being so naïve and unaware of these problems.

The countries on the way are not full of nice and kind people. There might be some racist, xenophobe Islamophobe, and chauvinist people who will try to create problems for the refugees. They may invite them for a free ride inside a refrigerated truck and if they fall in that trap, they will die for sure.

The first thing they should know is that once you are inside the European countries, you are not allowed to work which means you will not have income and it means you don’t have anything to eat.  
The European countries have got very good laws for workers and employers but they are all on the paper or they are being used only for the citizens of European countries but not for the refugees. The refugees from Afghanistan face these problems in all over European countries:

No work permits

Most of the young refugees from Afghanistan who come to Europeans countries, they mostly do not receive papers to make them recognized as refugees for 5 to 10 years and therefore they do not exist and they do not have the rights to work and earn a living.

Exploitation

Those refugees who come from Afghanistan, in case if they get a work permit, but they have not been to school there in Afghanistan during the war and thus they do not know their basic human rights. They are mostly being exploited by the firms and companies who hire them by different means. They are paid less than the minimum wages or they do not receive the same rights as the citizens of the European countries, for example they will not have the same paid leaves which is recognized the law of the relevant country or they are asked to work longer hours than the usual norms or they are given unspecified load of work to make them work instead of many other labors.

Low salary

All the Afghan refugees who work for other organizations receive the same minimum salary which is 1200 Euro per month. Despite the fact that those who live under the poverty line in European countries and earn less than 16000 Euro per month are exempted from paying the taxes but still the poor Afghan refugees are paying heavy taxes despite living under extreme poverty conditions, earning the least amount to survive. Those refugees who have managed to start a private business, they are also subject to heavy tax burdens as well as higher prices of energy and accommodation which will in turn lead to bankruptcy in the long run.

Food intervention

They easy role is that you should not eat what you are offered from the unknown people because many Afghan refugees died on their way through food contamination or food poisoning.

Most of the refugees from Afghanistan employed by the private organizations are deprived of food subsidy checks available for all other workers. On the other hand they receive some kind of extra food intervention as fruit and nuts which are not examined to be healthy. They are mostly collected from the other workers extra food which cannot be consumed by the citizens of the European countries and given to the refugees. There are special food-aid-programs designed only for the refugees and the food stuff comes in the conserved cans labeled as NOT FOR SALE in the markets and only for refugees. There should be a firm to check the quality of such food stuff to make sure that they are edible and not harmful for human consumption.

Health intervention

The refugees from Afghanistan in European countries are being vaccinated at the different stages. Vaccination is a process in which people are injected some level of microbes to get immunity against that specific microbe. Vaccination can also be misused to expose and inject refugees a higher level of microbes to make people sick by injecting different levels of different kinds of microbes inside their bodies. The current situation and the high level of hatred and xenophobia in Europe, there is a highly risk of misusing health intervention against the refugees which requires the attention of the relevant governments to protect their citizens.

There is a totally different health system for the refugees in Europe. The refugees receive different kinds of medicines and treatments than the European citizens. For example, the Afghan refugees without income receive genetic medicines while the European citizens receive other sorts of medicines.

When the refugees go to the drugstore in Europe, there are two types of medicines, type A is for the European citizens while the types B is for the refugees. Type B is the genetic medicines. The Europeans believe that it is a discrimination against refugees and they believe the type B is counterfeit and cheap medicines while no one really knows what the genetic medicines refer to. 

Such kind of double standard and discrimination is an obvious breach of human rights and Geneva Convention.

No safety norms and standards or minimum standards

Safety measures are there for the protection of the labor force but in European countries most of the norms and standards are being used against the health and well-being of Afghan refugees. For example the safety caps and safety shoes for the construction workers are the best way to protect labors from unpredictable accidents on the work-site but if they are old and used by 30 to 40 people before and never cleaned could be infectious for the Afghan refugees. Unfortunately we have witnessed that Afghan refugees receive such kind of old foot-ware and safety clothing and uniforms which brings so many diseases to Afghan refugees without any kind of attention because it will cost money for the relevant organizations.

Lack of information about International Labor Organization and its conventions

The conventions of the International Labor Organization are one of the ways which can improve the work conditions of the Afghan refugees in Europe. The organizations which employ foreigners should be aware of the international norms and standards for the improvement of the work conditions. They should also understand the basic rights of the workers as well as the human rights.

Discrimination in labor markets

Afghan refugees have little chance of getting a normal job in the European countries. There is a high level of discrimination against Afghan refugees. Only minor jobs and no one else is ready to do that will be given to Afghan refugees with minimum salary.

Afghans try their best to learn the languages but the language is used as a means to justify the high level of discrimination against them.  

Lack of transparency of laws

When the Afghans get a work contract, the contracts are not inclusive of all details and that makes it difficult for Afghan refugees. For example the work-site and work location is not clearly mentioned so that the organization can take them to anywhere they wish to work. The norms and standards to volume of work are not clear so that the organizations can ask them to do the most they can and sometimes more than the ability of a person. For example if it is excavation in the construction sector, there should be a fixed measurement and norm for the ability of a labor to show how much can a person excavate during a normal working day. If it is not clearly mentioned, then the workers can be exploited beyond the norms and abilities of a normal working day.

Racism and Chauvinism in the labor market

Work opportunities are allocated based on race, religion and color of skin and language preference. That makes the citizens better off with the Afghan refugees are as usual less chance to get a job. The companies and firms who want to employ refugees will give the chance to other refugees who are closer to them rather than the Afghan refugees.

Lack of privacy

The Afghan refugees have no privacy in the private lives because in the most of the European countries, the owner of the apartment has another key and the manager of the building has another key. When the Afghan refugees get out of their apartment, others can go inside the apartment which makes Afghan refugees very vulnerable and insecure. The Afghan refugees should mention all these issues in the contract and make the other parties responsible for having a key, as if something happens for the Afghan refugee, the owner and the key holders should be held responsible.

The Evil Advocate

It is a great sorrow to see how the western countries treat Afghan civilians inside their own country as well as on the way to run for lives out of their own country.

Few days back the Taliban took the control of Kunduz Province of Afghanistan and there they committed many war crimes such as murder, rape, massacre and torture of civilians and the soldiers of the government of Afghanistan. The female workers lost their jobs and as a consequence of that, many female headed families had no incomes and thus many children were deprived of their basic human rights such as access to food and schools.

The Taliban also managed to release around 700 prisoners from the central prison of Kunduz who were mainly Taliban and other criminals who were arrested and jailed in Kunduz by the government authorities. The release of these prisoners was not much different as the other release of the Taliban from Bagram Prison by Ashraf Ghani’s help during his presidential campaign. It was the same political Pashtunism and tribal sympathy for the Taliban’s mission which is superiority of one tribe and one language and one Mazhab (sub branch of religion) of Afghanistan over others.

It is important to know that Kunduz has around 6 million civilian population who were historically against the Taliban and religious extremism but during the previous rule of the Pashtun tribes in Afghanistan, many Pashtun kings and presidents of Afghanistan were sending Pashtun tribes by force to northern Afghanistan to take the agricultural lands of none-Pashto speakers and occupy the province to suppress the other none-Pashtun tribes. As a result of such tribal expansionism now there are many small Pashtun tribes in there who are being used as a tool to destabilize those areas whenever required.

Historically the political leaders of Afghanistan have failed to think beyond their own tribes and they have historically failed to follow a political strategy nationwide for Afghanistan which can ensure equal rights of all different tribes, religions and languages of the country.

When we look at the local media inside Afghanistan, most of the none-Pashtun political analysts in Afghanistan believe that the recent Kunduz Province collapse and revival of the Taliban in that region is merely a failure of the government of Afghanistan but rather a pre-planned conspiracy based on tribal issues and racism by the new president of the country and his racist fellows around him who share the same ethnic backgrounds.

The fall of Kunduz had a major loss for the economy of Afghanistan at different levels. The loss of the human capital was huge due to internal displacements as well as the escape of civilians in other countries besides mass murder and massacres that happened.  There were even internally displaced peoples’ camps built in the capital city of Kabul by some Afghan businessmen to help around hundreds civilians of Kunduz. The war and regime change for a small period of time had a negative impact on the agricultural products of Afghanistan because Kunduz is historically the agricultural store of Afghanistan which produces rice, wheat, barley, beans, potatoes, onions, tomatoes, melon, watermelon, apples, apricots, grapes, pomegranates, berries , nuts and a number of any other varieties of agricultural products. When the war happens, displacements also happen and it forces farmers to escape too besides other civilians who run to save their lives, to save themselves from the brutal torture of the Talibanism and their war crimes.

The civilians not only escaped because they want to save their families from the Taliban but also from other unknown armed people who would go there to benefit from the war and lack of rule of law. They are robbers who want to take everything they find. They also escape to save their families from the rape, imprisonment, and unidentified gun shots of both parties, the government of Afghanistan and the Taliban who fire at each other and some bullets may go to civilian’s houses. 

Civilians of Kunduz also escaped because their village was bombarded by the drones and the drones are blind and can kill everyone there in the village like civilian, government soldiers and the Taliban.

The Taliban were not so many in numbers when they started to fight with the army of Afghanistan in Kunduz. They were around 500 armed men with Kalashnikov already placed in Kunduz and it was well planned because the governor and the chief of security of Kunduz were not there on their jobs to organize soldiers against the Taliban. Apparently they were both Pashtuns and they were also part of the conspiracy because they traveled out of the country few days ago before the war in Kunduz began and they did not return on time to defend their soldiers and no one else were sent from the central government either to help the poor mainly none-Pashtun soldiers who were brutally murdered by the Taliban.

Apparently the new president of Afghanistan has the plan to shift the battlefields from the southwestern provinces of Afghanistan to northern Afghanistan to make some none-Pashtun political leaders such as Atta Mohammad Noor worried as well as to reinforce the Pashtun tribe superiority in the northern Provinces of Afghanistan where majority of the people are none-Pashtun speakers who will supposedly vote for a none-Pashtun president in the next upcoming elections.

The other factors of the revival of the Taliban in Afghanistan are linked to the exit strategy of foreign troops in Afghanistan. If there is no insurgency there in Afghanistan, there will be no reason to stay longer.

One of the guys who managed to escape Kunduz in the first days was Musa who reached Europe as a refugee. When he got here, he could manage to call his family after a long time and he got a bad news. His brother Essa died in the drone attacks on the Kunduz Hospital which was being helped by the MSF (Medicines Sans Frontiers).

Poor guy did not know anything about the European refugee policies and how these countries hated refugees, especially the ones who are Muslims.

He was recognized as a refugee and after a hard search for an apartment; he could finally convince a Turkish man to rent his apartment for him. The rent of the apartment was equal to the amount he was receiving as aid from the host European county, so he had almost no money to buy food to eat. He was always hungry and despite all the problems he faced daily like racism, Islamophobia, discrimination, xenophobia and sarcasm, he still hoped if he could bring the rest of his family in Europe.

He applied to bring his family in Europe. He got a free lawyer from the government. She was a lady. She was a very evil lady because she did not want to help his client to bring his family in Europe because she was a racist and she hated Muslims.

The governments in Europe usually ask lawyers to handle the cases of the refugees. The governments would like to receive the cases and all the documents of refugees from a lawyer but not from every single individual.

The lawyer asked the refugee “what is your problem?”

The refugee explained all what had happened to him. The refugee said that he wants to bring his wife and children to Europe. He also explained what happened to his brother in Kunduz.

The lawyer who is supposed to help the refugees writes a letter to the ministry of foreign affairs of the related country and explains the situation and says that this refugee is an anti-American Muslim who is against the American anti-terrorism air strikes in Afghanistan. The visa for his family should be canceled and sends this letter to the ministry of foreign affairs and after a while sends a copy of the letter to the refugee. The refugee still believes that the lawyer might help him in his case. The ministry of foreign affairs of the host country refuses the claim of the lawyer and the lawyer looks into the documents and finds another excuse to reject the application of visa for the family of the Afghan refugee. The lawyers know it very well that there are no marriage certificates, birth certificates and death certificates issued inside Afghanistan because the government of Afghanistan is not able to deliver such services. They asked for the marriage certificates of the Afghan family. They did not have one. They asked one from the relevant authorities inside Afghanistan, the authorities inside Afghanistan asked for money as a bribe, they family of the refugee did not have enough money to bribe the authorities for the issuing a marriage certificate for them. Finally by paying a little amount of money, they got a Zawja Khat which is a traditional marriage certificate in Afghanistan. The Embassy and the Ministry of Foreign Affairs of the relevant host country did not accept that Zawja Khat because it looks like an Islamic Marriage Certificate and thus they found many problems in that because there was no date and issuance number on it. They finally refused the application for visa to let the family get together and the man was here and the wife and the children were there in Afghanistan.

In this procedure many years passed and some children reached the age of 18 and then the government refuges to accept those children who were above the age of 18 to join their family here in Europe. The rest of the family got visa after 2 years but now part of the family who were mainly girls who had no one else would not be allowed by the European laws to join their family in Europe. They had to stay in a fragile and insecure city without their parents.

The father who was doctor got a kind of minor job of cleaning the offices in a racist European country. He worked hard to save forty thousand (40000) Euros to pay a smuggler to bring the two young daughters of the family to Europe by illegal journey through Iran, Turkey, Greece and many other countries where there is risk of losing your life in every step. They run the mountains and deserts during the night and sleeping and hiding themselves from the border police patrol during the nights.  Finally they two girls got to Turkey with wounded feet crossing many borders.

They were asked to sit in a small boat with 25 other refugees to travel inside the Mediterranean ocean to get to Greece. They were given an emergency number to call in case their boat drowns. They telephone number was taken from the internet and it belonged to the border police of Greece. They were wandering inside the water for five days without food, water and medical cares. It was a very bad situation. Finally they found out that there is signal of antenna for their telephone. They called the emergency number and it was a dark night. They saw that a ship was coming towards them. They were very happy. They thought they came to save them. But the ship came and hit the boat and the boat drowned. All the people died and only one of them was saved after 3 days from by a fishing boat who told the whole story.

طنز اوغ A Satire Called Awgh

در رابطه به درج کلمه افغان در تذکره های مردم افغانستان

It is about forcing people of other tribes to accept the word "Afghan"  to be written on their newly released ID cards. It is a major debate and a big problem in the ethnically diverse country of Afghanistan because other people don't want this word to be written on their IDs.


در طی چند ماه اخیر شاهد تنش های قومی میان مردم افغانستان بر سر درج کلمه افغان بر روی تذکره های الکترونیکی بودیم.

در همین رابطه تعدادی از برادران پشتون ما راهپیمایی هایی را به به راه انداختند و خواهان درج کلمه "پشت" که حروف اول کلمه پشتون است در تذکره های مردم افغانستان شدند. آنها نیز خواهان درج عکس هایی از شتر که نماد قوم کوچی است نیز در تذکره های اقوام دیگر افغانستان شدند. آنها نیز از دولت خواستند که اگر امکان دارد، آیت الکرسی را نیز درج تذکره های الکترونیکی کنند تا مردم افغانستان را از انتحار محفوط نگه دارد.

یک تعداد اشخاص دیگر خواهان درج کلمه "اوغ" در تذکره های مردم افغانستان شدند. آنها تنها نمی خواهند که این کلمه در تذکره های شخصی خود شان درج شود، بلکه میخواهند که تذکره های الکترونیکی تمام مردم افغانستان باید این کلمه ذکر شود. ما برای همین منظور رفتیم در دشت قرغنتوی بامیان و با یک تعداد از اهالی محل مصاحبه کردیم و از آنها خواستیم که درین مورد نظر شان را بیان کنند. یکی از اشخاص متنفذ و موی سفیدان منطقه در مصاحبه خود چنین گفت:

"بچی؟ بچی ده تذکره مه اوغو نیشته موکونی، او بد پدر شمو نلت، مه ده دان شمو پیاز ریزه موکونم، مه زن شموره سر شمو طلاق موکونم، مه خوار و مادر شموره پیش خودون شمو رویدار میاروم امی کاره نکنید، خوبیت ندره، نیشته کو کی باز مو بوری امو دوران وحشت و جنگه باز تیکرار کنی، ده کارت مه اگه بابه مزاری نیشته نکنه، مه هیچ کارت نمیگیروم، مه کارته توته توته موکونم، اگه مه پاچا شدم، ده تذکره کول شمو هزره نیشته کونوم؟".  

ما همچنان رفتیم با یک تعداد اشخاص و متنفذین اقوام ازبک و ترکمن در گفتگو کردیم، آنها نیز نظر های بسیار جالبی داشتند. یکی از آنها درین مورد چنین ارشاد فرمودند:

"ما اشپش گپته لیاپه در نمیتم. ما نباشه خودما کل گپه میپامیم، یک تعداد آدمای کثیپ اس که میخاین نام خوده ده تذکره ما نبشته کنه، ما ازی کار بسیار بسیار ناخوش استم، کل بیادرای اوغان ما ایتو نیس، یگان تای شان اس که دل شان میخایه که کلگی ره اوغان جور کنه، ما ای کاره تقپیح میکنم، ای کار دشمنی اس با ازبکا، ای کار دشمنی اس با هزارا، ای کار دشمنی اس با چوچه، بچه و نواسای ما ... ما نباشه از رئیس جمهر میخایوم، که ده تذکره ما مردم غرض نگیره ... ده تذکره ما مردم ازبک نیشته کنه ... خیرس اگه ما بدش میائیم ده تذکره ما امو ازبک کله خام نیشته کنه، مگم اوغان نیشته نکنه ... قوما و مردم سر ما خنده میکنه ... ماره ریشخند میزنه که ایره سیل کو ده تذکره خود اوغان نیشته کده ..."

ما همچنان رفتیم با یک تعداد اقوام دیگر در افغانستان مصاحبه کردیم. در یک منطقه رسیدیم که راهپیمایی به همین منظور ادامه داشت. از مردم پرسیدیم که درین منطقه چی گپ است؟ گفتند که این مردم منطقه به نام قوم هزار بز یاد میشوند. آنها در راهپیمایی از دولت میخواهند که کلمه بز باید در تذکره های کل مردم افغانستان ذکر شود و یک عکس بز نیز که نماد این قوم است، برای احترام به نام این قوم باید در تذکره های تمام مردم افغانستان درج گردد. آنها عکس ها و لوحه هایی را با خود حمل میکردند که در آنها عکس ها و تصویرهایی از بز دیده میشد و در لوحه های شان تصاویری از عدد هزار دیده میشد. آنها شعار میدادند "زنده باد قوم هزاربز افغانستان". وقتی با یکی از بزرگان آنها صحبت کردیم گفتند که ما از دولت وحدت ملی میخواهیم که در تذکره های تمام مردم افغانستان باید یا نام بز و یا عدد هزار درج شود. آنها همچنان از جریان گفتگو های شان با اقوام هزاره افغانستان نیز سخن گفتند و ابراز داشتند که هزاره های افغانستان نیز از نوشتن عدد هزار بر روی تذکره های الکترونیکی دفاع میکنند. آنها مخالف نوشتن هر کلمه ای دیگر بر روی تذکره های شان بود.

همچنان رفتیم و با اقوام پشه ای افغانستان صحبت داشتیم. آنها نیز در یک اعتراض مسالمت آمیز شان میخواستند که در تذکره های مردم افغانستان کلمه "پشه" باید ذکر شود. آنها گفتند که باید به نام آنها منحیث یک پشه احترام گذاشته شود و باید هر فرد افغانستان بخاطر همدلی با آنها باید بپذیرند که در تذکره های شان کلمه "پشه" تذکر یابد.

اقوام بلوچ افغانستان نیز میخواستند که کلمه بلوچ در تذکره های شان ذکر شود. اقوام واخانی نیز میخواستند کلمه "واخ" در تذکره های مردم افغانستان باید ذکر شود. براهوئیان میخواستند که کلمه "براهو" در تذکره ها باید ذکر شود، وگرنه عواقب خوبی در قبال این پروژه نخواهد بود.

برادران تاجک ما هم در اعتراض های دیگری خواهان ذکر کلمه "تاج" تنها در تذکره های خودشان شدند. آنها گفتند ما به تذکره دیگران کاری نداریم اما در تذکره های خودما باید کلمه تاج ذکر گردد.

برادران هندوی ما در افغانستان در طی تظاهرات مسالمت آمیز خواهان درج جمله "جی بجرنگ بلی کی" در تذکره های الکترونیکی شان شدند و همچنان برادران سیک ما نیز خواهان درج نام بابه نانک در تذکره های شان شدند.


درین میان کمیسیون اصلاح حقوق بشر افغانستان نزد سلطان السلاطین، غاصب المملکه، حجت الحج، مدافع الامریکا، اشرف المخلوقات، حضرت عالی جناب شاه اوغانستان رفتند و با قرائت زارینامه خود از اوشان خواستند که خداوند سایه سر شانه از سر مردم افغانستان کم نکند. اگر امکان دارد، هرچیزی که میکنید، میدانیم که به صلاح و خیر خانواده، قوم و قبیله عالی جناب است، اما باز هم از جناب شما خواهان استیم که بر ادامه ظلم و ستم تاریخی تان که بر مردم این سرزمین کردید و چندین صد سال است که شما این مردم را در اسارت خود دارید، لطف کنید این بار بر تذکره های همه مردم اسم قوم و قبیله خود را بنویسید اما فقط بر قوم هزاره که این کلمه کمی در زبان شان طوری دیگری تلفظ میشود، آنها را از نوشتن کلمه "اوغو" در تذکره های شان معاف کنید. طرح دیگر این است که اگر به دموکراسی و مردم سالاری باور دارید، تذکره ها را به شکل سفید به مردم توزیع کنید و بگذارید هرچیزی که خودشان میخواهند بر تذکره های خود بنویسند.
